As Judy Cook, Soutar was named the 1963 "Star of Tomorrow" by the WIBC, but tomorrow didn't come until 1973, after she'd married PBA bowler Dave Soutar.

After being runner-up in 13 consecutive tournaments in 1973, Soutar won the Pearl Cup in Japan, the Ebonite Classic, and the Cavalcade of Stars, becoming only the fourth woman bowler in history to win consecutive tournaments. She was the tour's leading money winner and the bowler of the year.

Soutar won the WIBC Queens Tournament in 1974 and in 1975 she was again the top money winner and the bowler of the year. A four-time Bowler's Journal All-American, she won the WIBC doubles in 1969 and 1970 and the all-events in 1974, when she was also on the WIBC championship team.
