After graduating from high school in 1918, Devine briefly served in the Marines during World War I, then enrolled at the University of Iowa. Only 5-foot-9 and 170 pounds, he started at quarterback for three years, starring as a runner and kicker. Iowa won 17 games and lost 4 during those three years.
In his senior season, 1921, he drop-kicked a 38-yard field goal for a 10-7 Iowa victory that ended Notre Dame's 20-game winning streak. Devine gained 1,961 rushing yards and scored 161 points during his career. He was an All-American in 1921.
