As a student at UCLA, Foster won the NCAA 200-meter championship in 1979 as well as the 110-meter hurdles in 1978 and 1980. After graduating in 1981, he concentrated on the hurdles.
Foster was ranked among the top ten in the world fifteen times, a record for a running event. He won the world 110-meter championship in 1983, 1987, and 1991 and was the national outdoor champion in the event in 1981, 1983, 1986, and 1987.
His best Olympic performance was a silver medal in 1984.
