Gilmore began rowing with the Bachelors Barge Club of Philadelphia in 1919. He won the national 1/4-mile singles sculls in 1923, 1928, and 1932, the championship and 1 1/2-mile races in 1924.
At the 1924 Olympics, Gilmore beat perennial British champion Jack Beresford in an early heat. That year, repechage was introduced, allowing heat losers a second chance to get into the finals. Beresford qualified and edged Gilmore for the gold medal, with Gilmore winning the silver.
In 1932, Gilmore teamed with Kenneth Myers to win a gold medal in the Olympic double sculls.
