Shortly after graduating from high school in 1944, Harlan joined the Navy. He was stationed at the Jacksonville, FL, Naval Training Center when he won his first AAU title, in the 3-meter springboard, in 1946. After being discharged, he went to Ohio State.
Harlan won the NCAA 1-meter championship in 1948, and he won both the 1-meter and the 3-meter championship in 1949 and 1950. He was the AAU 3-meter springboard and platform champion in 1947 and 1948. Indoors, he won both the 1-meter and the 3-meter in 1949 and 1950. He won a gold medal in the springboard and a silver in the platform at the 1948 Olympics.
After retiring from competition, he became diving coach at the University of Michigan. He was killed in a fall from a diving tower while dismantling the scaffolding after an exhibition in Norwalk, CT.
