The U. S. 4 by 100-meter relay team was in third place in the 1968 Olympic finals when Hines took the baton for the last leg. He carried the team to a victory and a world-record time of 38.2 seconds. Hines was timed at 8.2 seconds for his anchor leg. He also won the 100-meter dash, tying his own pending world record of 9.9 seconds.
As a student at Texas Southern, Hines was the 100-yard champion at both the National Association of Intercollegiate Athletics championship meet and the AAU national meet. He tied the world record of 9.1 seconds in the AAU championships.
Four days after the Olympics ended, Hines signed a contract with the Miami Dolphins of the American Football League. He played just one season with the Dolphins.
