After one game in the minor leagues, Howell joined the New York Rangers in 1952 and spent twenty-one seasons in the NHL. When he finally won his only Norris Trophy as the league's best defenseman in 1967, Bobby Orr's rookie year, Howell said, "I'm glad I won this award now because I expect it's going to belong to Bobby Orr from now on."
Like many of the best defenseman, Howell was solid but unspectacular and his consistent play was not often appreciated by fans, especially since he never played for a Stanley Cup champion. After seventeen seasons as a regular with the Rangers, Harvey underwent spinal fusion surgery in the summer of 1967 and was sold to the California Seals. He finished his NHL career with the Los Angeles Kings in 1972-73.
Howell then spent three seasons in the World Hockey Association, with New York-New Jersey, San Diego, and Calgary, before retiring from hockey.
Howell scored 94 goals and had 324 assists in 1411 regular season NHL games and added 3 goals and 3 assists in 38 playoff games.
