An All-American quarterback at the University of Iowa in 1922, the 165-pound Locke was sometimes a fullback who could hit the line with surprising power. When he played quarterback, he was actually a tailback who was expected to pass and kick as well as run.

Locke starred for Iowa teams that won 17 consecutive games, including undefeated seasons in 1921 and 1922. He captained the team in 1922, when a set a Big Ten scoring record with 72 points on 12 touchdowns in only five conference games. The record stood until 1943.

After graduating in 1923, Locke served as an assistant coach while attending law school. Later, he coached football at Western Reserve University in Cleveland.
